I updated to 1.07 today. I played my USA game that I had started in 1.06 and I ran across something that might be a bug, but I am not sure.
Whenever my scientists are baffled by a tech, I never got it. IIRC, in my previous games, that message just seemed to delay the tech by an extra month or two.
Now, it has been over a year and I have not had the tech appear. This has happened with more than one tech. How should it work? It it just a case of bad luck?
