I (France) just got into a war with Italy. The first turn battle resolved, and I've now mobilized and moved even more forces into the Med (I already had a strong force). When I advance the turn, I got an invasion battle, where Italy is invading Dalmatia (which I own). The dialog says I've got 348 force points; probably 40-60 of these are in R or TP state, so I suspect the AF force points are 280-300. From the almanac, I know Italy has maybe 7-10 each of BB and BC, and a CV or two, which is in line with the dialog's force estimates, so it is almost certain that the AI has fewer than 500 force points in the Med.
Note that the "Enemy Dominates" message showed up for two territories in the Med as part of the same click sequence (before the invasion).
Also note that I had an ~18 month war with the UK where I was trying to invade Egypt with ~100-150 force points in the Med while the UK typically had a view and occasionally had ~15 (a BC would occasionally move there) for at least 10 turns and the invasion never fired. I uploaded a save file of this war for the "Huge numbers of AI subs not sinking anything" report; unfortunately it was the 5th turn of the war and I think I might have discontinued the invasion at that point for a month or two due losing the 4x advantage for a short time, so that particular turn might be as useful as e.g. turn 10 of the war.
I can think of only three explanations for the above:
1) The force calculation and/or invasion code is severely broken.
2) Air power enters into invasion calculations. I don't have any air bases in the Med and Italy has a bunch. If each plane was worth 1 force point, then a plausible explanation for the inconsistency is that UK had some airbases with planes that were putting me below the 4x threshold, and that the Italy has enough (600-800) planes to put them above the 4x threshold.
3) There's another mechanic going on that I don't understand (e.g. surprise invasions that suspend the usual force ratio requirements).
1900 start, manual build of legacy, Admiral, VL fleet, 1.07 (but started at 1.05b), hacked air squadron experience values to be non-negative and <40 when I converted to 1.07.
What happened: I was invaded in turn 2 of a war in a zone where my AF fleet was stronger or roughly equal to the AI.
What I expected: That my strong fleet would keep me from being invaded.
Aftermath: I accepted the battle (which was only worth 810 points to decline) and Italy declined on me (at a cost to them of 900 points)! So I wasn't able to generate a save file in the invasion battle. I ended up in a convoy battle; I've attached the save.
[EDIT] Note that the convoy battle I accepted (and for which I attached the save game) has an Invasion objective - I need to escort my transports to a non-existent objective.[/EDIT]
