Treaty ship exceeding limits built in foreign democracy

- (Player) Japan is a dictatorship and can break limit by 10%
- UK is a democracy, limited to treaty terms
- Player (Japan) can build a 11,000 ton ship in UK shipyard

Should the democracy UK not refuse to build a ship which must obviously be a treaty violation?
