The financial situation is good -- the navy is running as deficit, but that's because large numbers of ships are being built or refitted right now. Most of these will bve finished in a few months, which will put the monetary situation right.
Looking at the international situation, France is the main potential enemy. Unfortunately, they are currently building 7 new BB/BC including 5 of the 34,000 ton Toulouse class. So my first priority will have to be some capital ships to counter them.
We also need to have bigger docks so in future we can build larger ships; that way we will have qualitative superiority over the French.

We are changing priorities for research. Currently we are building capital ships in England, but I want them built in Italy. New priorities are Fire control, damage control, ship design and guns. We will also be ordering ships form other countries to better learn their technologies.

The new Pompeo class battleships are based on the San Marco (currently building) but the guns are in 2 turrets to save weight. The armour is concentrated over the magazines so that French 15" shells won't penetrate it at 10,000 yards. These ships are intended as a counter to the French BB Trident, which they outclass in gun calibre, armour and speed, and also to the Toulouse class.

Time for a new destroyer! We will also be ordering similar ships from Britain, USA, and Germany to gain access to their technologies.
The intention is to build a large number of destroyers to overwhelm the French in fleet battles.

Our battlecruiser fleet was ambushed by a larger French force off Crete. We managed to sink one of their battlecruisers, but then had to turn away or risk sinking our BCs.
Thus they are down one BC, while our new BC San Marco finished working up soon. What we need now is to destroy a few more of their big ships.

She is quite vulnerable as 2/3 of her belt armour is less about 9" thick and deck armour less than 3" thick which does not protect at any range. I think game simulates enhanced protection of magazines as I do not remember any magazine explosion on capital ships so magazine box protection is not quite good on capital ships as most of the ship is completely unprotected against capital ships guns.

I often build large battleships with MBP that have survived 40 large calibre hits in battle without much damage, so my experience differs from yours. I find that magazine explosions differ a lot between nations: Britain and Russia are more likely to suffer them than Germany, for example.
My intention with the Pompeos is to fight them at ranges of 10,000-17,000 yards, where 2.75" of deck armour will protect them against the French 15" guns. I tend not to go for heavy deck armour, partly because it adds a lot to weight which means I can't have the ship as well armed or fast as I would like, and also because I care more about protection at short ranges than long (because hits happen more often at short range). My ideal ship would be well armed, armoured and fast, which obviously requires a lot of weight, which is why I like expanding dock size.
As an aside, I think it would be nice if the game let you manually choose separate values for extended/main/magazine belt/deck armour.

None of our cruisers has anti-torpedo defences! This makes them very vulnerable to enemy torpedoes. I would like to build a fleet of new cruisers. Maybe after this war ends.
The government has agreed that once our new BC, the San Marco, is ready, we will invade Algeria. This will force the French to fight and we can defeat their fleet.

The French have sued for peace. We didn't gain anything from the war. Now is our chance to complete the transformation of our fleet.

Now that our battleships are nearing completion, we are in a position to build cruisers. We will be ordering some from foreign years to gain knowledge of their technologies. As a token of reconciliation, we will even order one from France. Note that both designs incorporate good torpedo protection.

How do you lost the second CA? In a battle with 7 enemy BCs. It didn't run away quickly enough. Our new cruisers will all be 31 knot which will help.
