Describe the issue in detail.
Effectively when viewing a ship's design (Enemy) in the AAR of a battle it gives a gun quality of 9 every now and again. I do not know if this is due to not having the Intel on the quality of the enemies guns or if it is indeed a bug. I have noticed that it does not affect game-play and penetration remains basically what it should be. As a side note: I noticed this in the first RTW but I was not on the forums actively.

What did you expect to happen and how was the result you saw different than you expected.
Simply expected the gun quality to be that of a similar variety to my own.
Can you describe how to reproduce the bug?
Simply view an AAR and hope to find a ship with gun quality of 9 or above.

Gun qualities outside the range from -2 to 1 are placeholders. For example, 5 is used in the designer for gun sizes that you do not have. I assume that 9 is indeed a placeholder for when you have no intel on enemy guns.

I checked in the BNat files as it displays all gun calibers with their respective qualities, guns you do not have are marked as 9. The thing is though I have seen gun quality of 10 before and when trying to figure out what that means I get an error with "Illegal gun quality" or something of similar nature. Getting a quality of 10 is much more rare though.

Gun qualities outside the range from -2 to 1 are placeholders. Are you certain about that? I've rarely seen quality 2 guns, but that might have been in RTW1.
