1.07, VLarge France, Admiral.
Just spawned a convoy attack as 1st battle of war. Start time was ~4hours before dawn. I have no carriers in my main force, and my carrier force is refusing to put up cap even though it's only ~10 minutes before full daylight. I've not had problems with CAP in the past.
Weird stuff that might be causing it:
1) Battle start was middle of the night. AI seems to have more problems with e.g. search patterns on day 2, so maybe that triggered it.
2) 1st battle of war (i.e. first day).
3) During peace, I manually cut my squadron size down to 70% of normal, so I still have active carriers but they've got a smaller air wing. For example a squadron of 20 DB gets cut to 14. I haven't had time to bump the numbers back up (since war just triggered). Maybe there's some threshold that isn't being met.
4) I launched a dawn strike while it was still dark (but after my search planes had started readying), and devoted half my F squadrons to escort (2 F squadrons per CV). So maybe I sent the squadrons the AI was planning on using for CAP off on escort duty instead and that confused it.
One more thing; annoying but probably unrelated: Note that Rhone has 0 aircraft. That's because it just came off refit when the battle fired off, so I didn't have an opportunity to put its planes (which were in reserve) but the battle generator put it in the battle anyway. It would be really nice if there were a way for the squadrons to automatically reattach to a CV coming off refit before it goes into battle.... Save file attached.
[EDIT] Soon after my strikes landed it started the process to launch CAP. So I suspect factors #3 or #4 above.
