Had the lead battleship get rudder damage. Its rudder was put over so it was turning out of the engagement. As flagship of the lead formation this was pulling ALL the fleet out of the attack run.
Tried to use the manual "detach" command but it was refused as not damaged enough.
Can we just remove that "damaged enough" check as the player may have their own reasons for doing it.
Likewise still seeing detached ships rejoining formations and sometimes that makes that formation reduce speed to the damaged ship. We really need a manual "return to base" activity type (like screen, support, patrol) as there are numerous hiccups in the "detach" logic of which this flagship on rudder jammed over is just another example.

A few clock ticks later the flagship with the rudder stuck over did detach itself. However I should have been able to do that manually.

Sure, it's infuriating, but there's historical precedent for this behavior. There are a number of real life engagements where a ship towards the front of a line suffered rudder damage or other steering failures, or simply made an unexpected turn due to damage that other ships were not expected to follow, but it was not possible to communicate this immediately to the following ships and the battleline followed the flagship through an unintended turn.
1) Battle of the Yellow Sea: Tsesarevich receives a bridge hit, killing Admiral Vitgeft and his staff, and banking the wheel hard over. Nobody is in a position to inform the fleet that the flagship is out of control, so the Russian line continues following the flagship. One captain realizes that the flagship is out of action and tries to assume command, but his signal yardarms are damaged by enemy fire and he can't host the signal.
2) Battle of the Java Sea: Exeter, second ship in line, takes an engine room hit and shears out of line to avoid being hit from behind. The ships following her assume that she is turning according to orders and follow her, while the flagship, De Ruyter, continues straight ahead. The Allied line falls into complete disarray and this incident contributes to the destruction of the Allied force.
