I would like to suggest that instead of bumping the priority for heavier than air research down when the player has no operational carrier, it should simply be that a high priority has no effect and generates a nag message every turn. As it is, I have to keep turning it back to high every turn to make sure that I get the existing nag message on the turn that my first carrier commissions so that I am reminded to turn it back to high at that point. Alternatively, if the player had it set to high before receiving the CVL conversion tech, the game could remind the player to set the priority back to high when the first carrier completes.
To be clear, I have no problem with the game mechanics of the current mechanism, only the presentation to the player and the possibility of forgetting to set the priority back to high when the first carrier completes.
PS: If your last CV is sunk in game at the same moment that your dialup Internet connection drops, does that mean you have NO CARRIER? :-P

If you mothball the ship then should the research rate be limited to medium? After all mothballed means non-operational?
