Let's take the example of a war between Italy and the USA. One way to fight it for the USA is to send a large fleet to the Med and blockade Italy. What happens to the fleet when you do that? I know that you will get problems of maintenance and crew quality but does that go into effect directly or does it take a random number of months?
what if you were allied with France? Can you use their bases?

Allied bases do not help, though that is an idea.

Does the quality of own overseas bases have an influence on maintenance problems and crew? An if so, which sorts of bases can avoid these problems? Thank you!

Will two nations ever get into a fleet engagement in overseas areas or is it strictly cruiser warfare? Say Italy and Great Britain in the Indian Ocean region.

I had a fleet battle with the French in the Caribbean Sea once. I played the USA. So I guess that is possible if both sides have battleships in the area.

As long as you don't exceed your base capacity in the area, everything is fine. The more you exceed it, the worse the effects. You can check your base capacity in the area list in the map tab. In the example below there are 168 OP of ships in North American East Coast area, and the British have a base capacity of 170.

If both sides have plenty of battleships in an area, there can be a fleet battle, if there are only a few, there might be a battleship engagement.
