Describe the issue in detail.
I'm AH at war with Italy. 1st turn they blockaded me. 2nd I blockaded them. 3rd (most recent) no blockade - almost identical fleet strength. I set 1xCL to R and 1xCL to TP. Only other TP in Med are KE. Before pushing button, mouse-over showed 218 strength points for IT and 211 for me. If the 1xCL on TP doesn't count for invasion, then that's ~218 to 207, which is essentially a 1:1 force ratio. This is 1913, so air power is non-existent (they have at least one zeppelin base). In a previous war, I took all of Italy's colonies except Sicily, so I own Libya and Sardinia. It looks very much like Italy got an invasion battle where they're able to invade Sardinia.
I have logged instances of this behavior before, but this is the first time that the situation is so clear-cut. In the past, this has happened after air power is significant, and so I wasn't sure if air was being counted in the invasion calculation. Similarly significant numbers of ships have been on TP, so it's not clear if they counted. In others, it was only a turn after the initial battle, so it might be a "sneak" invasion. In this case none of these factors are present. I've played 3 turns beyond the 1st battle (since I remember 3 blockade results). There's no airpower, and essentially my only TP are KE (which don't count for force calculations). The only thing that might justify Italian dominance is that they've got 2xBB and 2xBC in the region, and my heaviest ships are B. So this appears to either be a bug or the manual's statement that you typically need 4:1 dominance for an invasion to fire is out-of-date. Note that I do *not* have any invasions that I'm attempting.
*NOTE* I'm pretty sure that in the turn before this, but possibly in this turn before the invasion spawned, I got an "enemy dominates the seas around Libya" message. I'm pretty sure I've seen such a thing before in other illogical invasion situations; I don't remember if it was when I was being invaded where I was strong or if it was that I had a huge advantage in strength points and still got the message (and was unable to invade). So this feels like there might be an issue in the strength point calculation that is hitting both the "enemy dominates" logic and the invasion logic (for both invading and being invaded).
Request: I don't think I've ever seen an acknowledgement from staff of "yes, that's weird, it shouldn't be happening" or "you don't understand the invasion rules, this is WAD" (and why) for this issue, even though it's come up multiple times (both on the invading and being invaded sides). I would really appreciate such an indication for this one, because it seems so clear-cut.

The AI got an invasion battle for Sardinia when we had ~200:200 force point ratio. My expectation is that the enemy needs ~4:1 to invade, so I was not expecting an invasion.
