Besides getting the budget to 12% is there anything I can do? I’d assume design studies, construction, and fleet exercises/sorties might help, but is that true? Also, are there ahead of time penalties, or can I expect my progression rate to be relatively constant? There are time ahead penalties. If you are not playing very rich nation as UK or USA your chance getting time ahead with your research is very low. At start of game ASW tech is time ahead so I suggest not to focus before 1907. You can help your research by buying inventions. You need some fund reserve and be allied with technological advanced nation will increase chance. Another way is using intell but I do not know how good this strategy is.

I build cheap destroyers from overseas with each of the major powers. You'll get a boost to a tech from the building nation. DDs are easy to cycle thru every year or two, and if you're a minor power you always need ships, so two birds with one stone.
DD1-fr DD1-gb DD1-ger DD1-usa
Then a year later a slightly new variant from each of the 4.
