Version 1.09 Edited: The Warning box comes up saying you may not build CL's over 10k tons. It asks if you want to reclassify the ship: ' Ship is outside of parameters for CL. A CL must be between 2,000 and 10,000 tons. Continue anyway and reclassify ship?' Well, no one wants to do that, reclass their CL as a CA... but I proceeded and yes, it works. It does not reclass as a CA, thanks to info from dorn below. But this is an example of a BUG that shouldn't show this Warning to reclassify if you indeed can build above 10k tons.

Maybe it was a 10k-ton design that came out of the shipyard overweight.

Later limit is increased to 12000 tons.

It is 10kton, up to about 1930 or 1940 (don't remember), after which it goes up to 12k.

V1.03 - CL are allowed to be up to 12000 tons from 1940.
That's broken in 1.09
You can only build up to 10k. And the AI is cheating on displacement.

Wait, there's a function that lets ships go slightly over the limit ... There it is - Manual 0.5 page 8:
Ship designs should have their weights kept within the displacement limit. You are allowed to build ships that are slightly overweight, but that will
carry a penalty in stability and flotation, and is usually not cost effective compared to increasing the size of the ship. Its main use is if you have a displacement limitation, for example by a treaty or in dock size.

Version 1.09 France 1948 Edited: Soviets built a 10,600 ton CL. I thought the limit was 10,000 tons? Then dorn confirmed CL tonnage has been patched in 1.03 to go up to 12k tons. But that's broken. Still can't build them, none of the other nations can either. An Auto-build design made a 10.6k ton CL. 2 BUGS here. 1st is that the 1.03 patch that made CL's go up to 12k tons in 1940 is broken in 1.09 2nd is that AI nations are cheating on displacement and build CL's that are overweight. It is not true, you can build CL between 10000 - 12000 tons. Just click OK on every option.
The bug has different form, it is in check that tells you cannnot build it even if you can build it.
