There are a couple of gotchas when creating flags that I had to dive into the RTW1 forums to figure out, so I figured I'd post them here. - Flags need to be 60x40 pixel .bmp files
- The upper-left pixel is treated by RTW2 as transparent. The tl;dr: is if you don't add a grey one-pixel border to your flags (or intentionally leverage that color transparency) they'll look funny in game.

i don't know why but this immediately reminded me of a ridiculous Carol Burnett Show skit i saw when i was a kid (Cleveland is the capital of Ohio). sound isn't great
