The "ships under construction" tab says 26 knots, but the Ship Design window says 29 knots.

Have you researched any improvements since laying the ship down? Opening the design sheet of a ship allows you to modify a design and applies all new (passive) technology advances since the original design.

I'm going to venture a guess that the ship will make 26 knots in service and is bulged - not by your choice, but because there's an old bug that sometimes puts bulges on new designs if you've recently looked at a design which had bulges. Find the design file in the save folder, open it with a text editor, and see if there's a line that reads Bulged=1; if there is, you may be able to correct the issue by changing that line to read Bulged=0.

I looked at that and yes you are right it did have Bulged=1, so thanks.
To fix it, you have to change the ship design and also in the .bcs file.
