Currently, fleet exercises always seem to start in the mid to late afternoon, but end before daybreak the next day. This is quite limiting, and not in any case reflective of real battles, the timing of which does not seem to follow any pattern. As a tool for experimentation by the player, I don't see why there ought to be a time limit at all - if the player wishes to limit himself to the time limits of a real battle, then he may do so. If the time limit is to be retained, (and even if it is not) I also see no reason why the exercise shouldn't always begin in the morning.
Furthermore, I have not yet been able to ascertain if the 'bad weather' option has any meaningful effect; I have never seen seriously bad conditions such as poor visibility or heavy sea state in any exercise, with or without the option. While the weather is unpredictable and the player's experience should reflect that, if a navy had planned an exercise in the middle of winter in the North Sea, one would expect the conditions to be poor more often than not, even if there was no intention to sail in bad weather. For the sake of the game, I think it would be perfectly fine to let the player always have his way when it comes to weather, since in any case it appears he can always choose to rule out anything but a flat calm, regardless of where or when the exercise takes place.
Edit: While I'm on the subject of the fleet exercise, I feel I ought to add that the absence of main, carrier, and scouting forces are another really big limitation on their usefulness, being the major way in which a fleet exercise does not reflect the dynamics of a real battle. The addition of this feature would be much appreciated, though I presume more difficult than the problems of timing and weather.
