[v1.17] Divisions losing role during battle [RESOLVED]

Since Update 1.17 came out whenever a ship returned to port because of damage or manual orders all divisions under AI control lost their Role and Lead formation and were set to independent.
It happened during my 1900 Germany, Austria and Japanese (manual legacy fleet) starts as well as in 1920 Germany (with and without Versailles, with Washington treaty) start, with large and super large fleet size.
The attached Save is during a Battle with my Austrian save a few minutes after it happened with most of my fleet Separate from my lead division with no cohesion or formation, in this battle i send a CA and a B back to port because of torpedo hits they suffered.
The attached Savegame had to be split into two parts to be small enough for the upload limit of 1MB per file.
