First I have to say that this is just a story, no bug or glitch.
I play as France (the biggest possible fleets).
I watched the rise of German navy as it steadily became a very dangerous force. My navy managed to smash Italians in 1903-06 war, and then twice the Austria-Hungary in 1907-09 and 09-11 (the second time they thought that being communist will somehow grant them victory without having at least a bit decent fleet. Their only BB and BC became a fine training targets. Being allied to Great Britain during all the wars effectively changed the game into a beginner mode. Even though I absolutely smashed the enemy in 3 wars and pushed them into a super harsh deals, my economy still had a very tough time keeping up with Germans and in 1914 they became more than 10% richer than me.
The difference was not big, but they somehow managed to build same tonnage of BBs and BCs (more smaller ones), but at least twice the number of CAs and CLs. I quickly realized that waiting longer will make our forces even more disproportional.
My spies made peace keeping negotiations really difficult (not that I minded that), but the actions of Germans soon gave me a good enough reasons to go into war. During the first month however, I found out that Im no longer an ally of Great Britain. New political situation worried me more than just a little. But it was soon soothed by the fact that German navy decided to get rid of old CLs and CAs (probably during the last month before the war started), so our forces were almost perfectly equal (in terms of tonnage).
I had little to no hope of building enough ships to blockade them, so the old fashioned major battle was the only hope. The battlecruiser battle during the second month showed some potential to became the decisive one. It was not, but my small battlecruisers (3x2 12in ABY) managed to hunt down and sink German flagship (5x2 14in ABY+port and starboard).
The next battle came just a month later. My forces started the battle just a few dozen miles west of Brest and their position was just perfect from the get go. My 4 fresh Queen Elizabeth-like superdreadnoughts finished their working up just in time to be present in the battle. Enemy fleet was spotted south of my fleet. My BCs and their BCs were spotted too, but their were too far to the west from my fleet and they soon disengaged, just a single one stayed with their BBs (maybe good for them, but maybe they screwed their nation a whole war). Their BBs were even more numerous than mine, but they were just dreadnoughts or would-be-dreadnoughts, my were almost super dreadnoughts and real super dreadnoughts (+2 old semi dreadnoughts). Battle itself did not take a long. My BBs flanked their battle line from one side and BCs from the other. In just 400 or so ticks all hochseeflotte Bs, BBs (and one 1BC) rested on the bottom of the bay of Biscay. It took less than 3 months to reduce German navy to just 1BC and 3 would-be-BCs. I must say that I was quite worried about how this war will end (especially after Great Britain decided that our alliance is not worth a single penny), but now I may just build some more DC+ destroyers to stop their U-boot campaign.
My technology was undeniably better, with my rating of "Very advanced" vs their "Average", but the tonnage of their fleet promised anything but a short and decisive war. Sometimes just a position of a single fleet at the beginning of a single battle may decide a whole war.
