Are there any tutorials available for Rule the Waves? Perhaps YouTube videos? Any other good resources for learning the game?
Also what's a good starting country to play for learning the game - Austria-Hungary? What starting settings would you recommend when learning the game? Thanks!

Baloogan has a good series of videos. Search YouTube for Baloogan rule the waves and you should find them.
Austria and Italy are easy first nations to start as they only have to worry about the Med. CSA is good starting nation too as you just have the Caribbean and East Coast to worry about.

Events as they currently trigger will in all likelihood get you fired fairly quickly. Imo USA or Germany are better for medium fleets, as they have the budget to avoid triggering certain events, and fleet sizes are still manageable. Cheers Bruce

Also a tip - if you're playing USA as a first game, play with "Historical Resources" enabled as that gives you a big lead in resources over everyone except Britain. The US is a good country to learn with if you want to enjoy fewer financial and technical limitations. Even with historical resources, they probably have the strongest and safest position in the game overall - Britain might be wealthier early in the game, but have a much more complex geopolitical situation to worry about. The US is actually really simple and you can concentrate your fleet with very little trouble.
I also recommend Japan (but with non-historical resources) since their starting position is quite good, with no other powers having a home area anywhere near them. Although your fleet might be smaller overall, you generally still have by far the largest force in the pacific. As long as you make it through your first war, you will usually be safe from blockade.
