FS or foreign station orders your ship to automatically move to foreign station. If you switch a ship to FS, your requirement ( the red negative number) drops accordingly. so far so good.
but
if ships are on FS, they do not seem to get a quality bonus from training ( their crew quality stays at fair). So, as USA I switched the two CLs in Southeast-Asia back to AF ( active fleet). they started to profit from training, and the foreign Station requirement remained at 0.
So I thought, ok, once a ship is outside your home area it counts against the FS requirement even if returned to AF status.
but that doesn't work every time. Later I got Sardinia from Italy and had to send more ships on foreign station. Used FS with a CA and it moved to the Med, but when I tried to transfer the CA back to AF, the FS requirement became red and negative again. Same thing happened when I transferred British ships back to AF playing as GB.
Why does it sometimes work and sometimes not to transfer ships from FS status to AF status? ( version 1,00)

Ships in Active status count against the requirement in the area they are in. Ships on Foreign Stations count against the global requirement. So if you change status, what happens to the global requirement depends on what area they are in and if that area has its requirement in ships or not.

So you can send a ship to "foreign stations" to cover a global shortage, and once a ship has actually appeared in the area, recall the "foreign stations" ship?
