Given that alliances often result in naval budget reductions, I'd like to select an event that can occur if the player has an existing alliance, meant to make alliances a bit more beneficial for small nations:
Our ally, NATION, has expressed concern that we are not pulling our own weight in the alliance, and that we are relying on them for our defense without providing them any benefit in return. The LEADER asks for your input.
*They're right, we're not pulling our own weight. We can't afford to lose this alliance, and, moreover, the navy desperately needs additional funding so that we can be self sufficient in our own defence. (+budget, +prestige, +tension with other nations) *The navy could use the money, and losing the alliance would be a blow, but the people are in the brink of revolution: we should implement social programs instead. (-prestige, -unrest, some chance of losing the alliance) *International tensions are quite high at the moment, and additional funding could inflame things further. We should carefully consider if this alliance is in our interests or if it will just drag us into a war we can't afford to fight. (--prestige, --tension with other nations, ++tension with ally, significant chance of losing alliance)
This even would have some low base probability, which would be increased by any of the following conditions:
Total naval spending is less than some percentage of the ally's total spending.
Naval budget is lower relative to national resources than the ally's.
Ally has a bombastic leader.
Ally has a communist or fascist government.
Other conditions?

I'd remove the prestige bonus of the first option, it's simply too good.
