rule the waves 1 had pretty severe balancing issues with armor to gunpower guns tended to go right through armor no matter the distance leading to "gunfarms"

gun penetration of a 14 inch gun in rule the waves has 4 inches more penetration at 5k yards than a 16 inch gun in rule the waves 2 (with max tech on both)
now from a historical perspective rule the waves 1 actually had far more realistic values if we look at navweps we can see that penetration for the british 14 inch was quite high

same can be said for the american 14 inch guns

what rule the waves 2 currently has is armor which weights around 33% too much on larger ships (source nws-online.proboards.com/thread/2236/math-problem-build-yamato?page=3&scrollTo=46783)
but on the other hand while armor is 33% too heavy (and thus also 33% less effective for its weight) guns are also regularly underperforming
if we compare max armor and pen tech in rtw 1 to max pen tech in rtw 1
we see that the 14 inch gun in rtw 2 underperforms with 37% in penetration (17.9 vs 24.6 inch pen) (it is also 37% at 20k yards)
so to get the heart of the suggestion
decrease armor weight by 33%
increase gun penetration by 33-37% to more realistic levels
A make ships more historical
B penetration historical (can already be changed in the files but would massively make armor obsolete)
also changing penetration is beyond easy to do as even modders can do it (vpen and hpen files) in fact im working on a realistic penetration mod as we speak though as armor is way too heavy its likely just gonna cause the game to turn into gunfarms
also decreasing armor weight would fix the problem of bombs being able to go through basically all ships deck armor due to how heavy decks are compared to bomb penetration
