Ships blowing up in peacetime and rebellions

1. Can ships blow up by accident? 2 French battleships blew up, the Maine probably blew up, and the British cruiser Natal blew up too.

2. Can you influence rebellions in your colonies by sending a fleet there?

1.Yes and no. There is a Maine-like ship blowing up event, and it's anybody's guess if it's the enemy or faulty storage of explosives. The political effect is the same as the Maine event regardless.

2. No. Not having ships there will make them likelier to happen in the first place though.
