this would be enabled like tougher peace conditions
some of the effects
- limited shipbuilding
it would basically apply a treaty limit to the nation which lost depending on how much they lost a tougher treaty can be enforced (think no capital surface ships for germany post 1918)
example:
japan just destroyed russia in a 22 month war and wiped out their surface fleet japan also caused the russian empire to collapse to the soviet union
the japanese decide to impose restrictions on the russian fleet so that it cannot build ships larger than x tonnage (depends on how hard they lost) for x amount of time (also depends on how hard they lost) the more points you get out of the victory the harder the penalty (0-10 would have no penalty and above that they would start getting penalties)
-war repercussions
x amount of naval budget (in %) for x amount of time will be given to the other nations naval budget this would depend again on how hard you win the war
-fleet capture/internment
after a major war where the enemy suffers a crushing defeat you should be able to capture a significant part of their fleet or intern it for x amount of years
currently you can choose a SINGULAR ship to capture where as in real life it would be much harsher
think japan 1945 or italy where the soviets captured several japanese ships (mostly destroyers cause nothing else remained floating lol) and also how the russian took the italian battleship Giulio Cesare
these changes should make it so you dont constantly have to fight the same nation every 10 years because they managed to make a new fleet appear out of thin air despite having crushed them with 20 point victories twice and caused them to revolt and change from russia to soviet union once (unlike in real life where after a major defeat the navies never really recovered think 1905 russia tsushima or 1918 germany)
