Has anyone really experimented with extensive mine laying yet? I've yet to try it myself and I've been wondering how effective it might be. So far in my own games I've only had a couple ships strike mines during actual battles, and only one as a turn event. Of course, I figure the AI doesn't typically outfit most of its ships with Mine rails (judging by the autodesigner anyways).
I've been toying with the idea of refitting outdated CLs in my next game with mine rails. I figure stripping off one or two wing guns would free up enough tonnage for a few dozen mines. Alternatively, dedicated "Raider" cruisers could be equipped with mines as well as their normal armament. Coastal/ASW Patrol Destroyers/Minesweepers could also be fitted with mines once that tech is researched, I suppose. However I'm unsure if ships set to raiding/Patrol duty contribute to mine laying operations.
Either way, I've really gotta try it at some point, if only I could remember to.

I have no idea what mine rails actually do in game and would love an explanation.

Mine rails give you the capability of equipping your cruisers or destroyers with mines. At start, only AMCs can carry mines. with mine rails, other ship types can as well (not sure with regard to CA though). These mines are for offensive minefields ( the effect will be seen via messages like " ship so and so struck a mine as a turn event). The mine fields you can see at your bases during battle are placed automatically ( defensive minefields, see the manual for more information).

Well yes I know that they allow you to put mines on your ships. Do they just create an x chance of a mine hit event like subs do then?

It is assumed raiders with mines will lay them in suitable sealanes etc.
It was a raider (in RTW terms) that laid the mines that sunk the Audacious for example.
