This is going to be a very subjective and playstyle dependent post, which is why it's not a bug report. I'm also a little tentative to post it, because this AI quirk can lead to some very satisfying fleet wipes.
The AI is both too passive with destroyers and not passive enough with it's large ships. AI will sometimes hold it's destroyers "in reserve" next to it's capital ships even if I have no screens and one or two BCs. It seems surprisingly reluctant to lose destroyers. Maybe that's my playstyle, like Tortuga's, that involves very aggressive torpedo actions to even the odds. But I've seen situations where I could have lost multiple capital ships if the AI saw my weak screening and dove on my BCs with destroyers. It very rarely seems to do this.
The second part, where the AI is weirdly aggressive, is in breaking off fleet engagements once they start going poorly. They AI will break off if it's losing and I break off, but I've never seen any tactics used in it's retreat – I've never had the AI try a CL death ride to get it's capital ships out. This often leads to scenarios where a otherwise even fleet engagement leaves me with (eg) four heavily damaged ships and the AI with four very dead ships. The AI often seems willing to "fight to the end" even if that's absolutely the wrong course tactically and strategically. It can be very satisfying, but it's clearly an AI error.
Anyways, I understand that it's entirely possible that the AI doesn't react well to certain playstyles (BC/DD heavy) or that I'm asking too much of it in what really is a very complex tactical game. Eager to hear other user's thoughts.

There can certainly be some...off choices by the AI. In this example, a Soviet force of BCs/CAs disengaged from my French/German joint fleet, only for their BBs to charge in.
