I think the AI needs a different approach to choosing what to build when a treaty is force. Currently the AI respects the treaty rules, but seems to ignore the consequences. For example, a treaty in the mid 30s limits ships to 20,000 tons and 12" guns. There are existing 33,000 ton battleships with 8x14" guns: - human player builds new CA, CVL designs, maybe some new destroyers, whilst keeping their old battleships - AI builds lots of 20,000 ton battleships with 9x12" guns and 11" belt, then scraps old battleships
The new AI ships are a waste of money and nothing more than targets.
I really think the AI needs a hint to keep old but larger than treaty ships and to concentrate production of ships that would be naturally the same size without the treaty.
