Subject line. Literally every choice on the ship design menu gets a bit of detailed description of what exactly the options mean in game terms, but all this one gets is a mention of 'slightly less chance of being interned when raiding'. It's incredibly unsatisfactory, especially when 'chance of being interned' means triggering an event where my $50m brand new BC disappears for the rest of the war or even forever. It also means that on the receiving end of raiders it's far to easy to just ignore them and because in a month or two they'll all disappear into neutral internment.
Here's a simple suggestion: 'Long' range means a ship gets to draw on the support value of a region adjacent to the one it's operating in. 'Extreme' range means it can do the same but for two regions away. Throw in a slight penalty to raiding operations to reflect the ship needing to head back every couple of months to refuel.
There, building raiders suddenly got a lot more viable, moreover to counter enemy raiders you have to actually go out and put ships off enemy colonial bases to try to catch them.

I seldom seem have problems with 'medium range' raiders getting interred, especially if they remain relatively undamaged. I just periodically draw them back to a home area.

Raiding is dangerous business. BCs aren't a good choice as raiders...

For raiding in areas where I have base Support I typically use ships with long range and normal engines and never had a ship interned or scutteled, only returned for maintenance. Areas without base Support are more difficult, from time to time you loose even Long range ships due to technical difficulties. I recommend using AMCs for those Areas.
