I'm currently playing as Britain. At war with the USA during the 2nd month of the war they invaded 2 of my possessions.
But when I try to invade the computer player's possessions, the invasion doesn't trigger for months. It also seems that I can't invade one place while fighting is going on in another colony (is this the case?). I end up only being able to invade about one place every 6 months.
I also think in invasion battles the defending side ought really to make a decent effort to put up a fight. This helps gameplay because it is frustrating having built up a powerful fleet if everyone else refuses to fight it. Also it is historically accurate that navies did fight at risky odds, e.g. Russia sailed a fleet across the world in 1904-05 to fight Japan at long odds, USA defended Midway in 1942 despite being outnumbered, and Japan used its navy to fight the American invasion of the Philippines in 1944 despite overwhelming odds against them.
