Hello,
When I am at war, the budget of the AI nations soars (yet, do they also suffer from increased maintenance ? ). They suddenly build lots of ships, yet don't suffer war losses.
I do not like to play against an AI which 'cheats'.
Why not have the game engine simulate AI wars ? The AI could be at war from time to time with other nations, playing by the same rules as the human player, and suffering losses.

looks to work, but in some point it stop working, you dont get error, just that.

TBH, I never minded non-participant AI nations getting a budget boost during wars, but then in recent updates the post-war budget drop in the late game has become absolutely ruinous, and the AI (especially the British with their "budget increase to maintain supremacy" perk seems to recover quicker). I'd prefer to see the budget drop rebalanced, but failing that, cutting non participant AI off from wartime budget raises (otherwise a reasonable simplification) would at least help.
