After WW1, there was a strong move to ban the submarine. The French would not go along with this idea because submarines were their primary trade warfare weapon. However it is an idea that should be considered in the game.
I would like to see the option of banning submarines in the game in treaties.
Another question or questions:
Does the game increase the wear and tear on ships and aircraft after a conflict. Aircraft in peace do not fly as much as aircraft in war, trust me I know, so does the game reflect this wear and tear. I would like to see the game add years to a ship when it has been in combat.

I think I have seen a treaty banning subs in the game. I don’t think it can happen alongside a tonnage/caliber treaty, though.
As far as I know there’s no difference in war and peacetime wear. It would probably be cumbersome to add years to a ship’s age for wartime service making them hit “old” status faster, but maybe an increased maintenance cost for AF during wartime? For balance purposes they’d probably need to bump up wartime budgets as well.
