One issue I have with the game is the sheer randomness of mission types and fleet compositions, sometimes you will get fleet battle after fleet battle when the enemy or you keeps refusing battle, or actually fight fleet battles back to back, other times when blockaded you will go a year without any chance to considerably weaken the enemy fleet via fleet or battleship battles. Furthermore often times the mission composition is extremely random, convoy defence where half your fleet including all your capital ships are defending a convoy of 18 or so transports. So what I would suggest is a tab similar to doctrines where you can select fleet directives. As an idea for some of these (you still will get other missions outside the scope of your directive at times under the assumption that the enemy is utilizing their own strategy which might run counter to your own).
- Force Battle
Higher chance of fleet and battleship engagements and are more likely to deploy a large portion of your fleet in convoy attack or defence missions, lower rates of defending against enemy coastal raids, higher rates of coastal raids against the enemy, fewer shore bombardment missions.
- Avoid Battle
Lower chance of fleet and battleship engagements and are less likely to deploy a large portion of your fleet in convoy attack or defence missions, lower rates of defending against enemy coastal raids and offensive coastal raids, may be heavily outmatched in battles, eg. facing the entire enemy fleet with a small force of cruisers.
- Harassment
Lower chance of fleet and battleship engagements, higher chance of convoy attack and offensive coastal raids, defensive mission rates are unchanged and force sizes are slightly smaller than force battle on average.
- Ground Support
Higher chance of convoy attack and defence missions, as well as coastal raids both offensive and defensive, fleet size is unaffected and can vary significantly, much more frequent mission "in support of land combat"
So as a concept force battle is attempting to wipe out the enemy fleet in massive battles, presumably if they are blockading you but you believe you can break the blockade or just want to wipe out an inferior fleet, avoid battle is when you know you can't defeat the enemy fleet without heavy casualties, or are blockading them and want to conserve your own fleet, harassment is a sort of middle ground, aggressive but avoiding major battles, and ground support is when you are supporting one or multiple ground combats. You could also have politicians insist on a specific directive to represent them micromanaging the war effort in a manner similar to demanding ships, Kaiser is more likely to demand aggressive action, a cautious leadership is more likely to demand cautious courses of action
The Kaiser demands that you force a battle to break the enemy blockade (ie. set fleet directive to Force Battle)
The first option gives you two months to change directive, if failed you get -- Prestige, the latter gives you six months to change directive, if failed you get - Prestige.
The Secretary of the Navy demands that you take a more cautious approached towards engaging the enemy (ie. you set directive to Avoid Battle or Harassment)
The first option gives you two months to change directive, if failed you get -- Prestige, the latter gives you six months to change directive, if failed you get - Prestige. Additionally if you don't change directive and suffer a major defeat the political leader essentially says "I told you so" and you suffer an additional prestige hit.
The Prime Minister demands that you offer naval support to the army (ie. you set directive to Ground Support)

Additionally if you don't change directive and lose one of your base regions or an invasion of an enemy base is defeated the political leader essentially says "I ordered you to support the army, you didn't, and look what happened" and you suffer a prestige hit.
