When there is an economic downturn, we have a few tools to use:
A. Put ships on reserve status, mothball or scrap
B. Reduce research
C. Reduce or eliminate training
D: halt construction of new ships or overhauls
I would like to suggest, based on actual historical evidence, that when a player gets the message about an under budget situation, that he be given the capability of either reducing the number OF ships on an individual base or shutting the down the base and moving the ships to another base. This was done by the British government in the 1920's and post-war period to save money. Yes, it is a strategic risk but sometimes you have to take a calculated risk. This did come back to haunt the British in Malaya but it was necessary for the country and their economic problems. I believe very strongly that this suggestion should be seriously considered. When you return to an over budget, then a message could be provided to the player to return all overseas bases to active status and ships should be sent back.
Please take this seriously, we need this kind of tool, risk or no risk, to use.
