playing Japan for the first time in forever, have played other countries over the past year and never seen this
only started happening in the last 5 years game-time, but after a little bit of time into a battle the ships in the lead task force will lose all their speed permanently for the rest of the battle. not every battle, but often enough to notice
this is the 2nd battle my CVs have spontaneously been reduced to 5kts - they didn't receive any damage or been attacked, and it's clear weather
last battle my 27kt BBs were spontaneously reduced to 24kts while i was chasing the enemy
if it was 1 ship out of the group it'd be less suspicious, but when all the ships get the exact same penalty it stands out

Just loaded up your game. Your ships ran out of fuel. Can't speak for your BBs dropping to 24kts but your carriers in the save are out of fuel. Fuel levels are listed as a % in the division popup and on the ship card at the bottom right under endurance. When endurance reaches 0/0, ship speed drops down to 5knts. The first time it happened to me was also playing Japan in southeast Asia. It's the only place it happens for me and usually happen if you run your ships at full speed for a while. Since carriers run full speed often for ops they tend to run out of fuel the most.
Technically not a bug, but good luck asking why your carriers keep deploying without enough fuel for a full battle, even often enough to notice.

Somehow fuel capacity is being reduced to zero, whereupon the ship runs out of fuel because the tanks have been eaten by the wild pointer kraken or the buffer overrun leviathan or some monster from the depths of the fencepost error trench. Looks like a bug to me.

I got a spontaneous drop to 7kts some time ago, so it might not be an issue with your copy.

I have experienced a similar issue. Essentially, ship in formation reaches "soft limit" without events. Checking ship in battle reveals no faults.
So a 30 knot, 72,900t battlecruiser, capable of 30 knots, reaches 23, deaccelerates to 20, reaches 25, deaccelerates to 20, etc.
I tried changing formation, changing course, etc, but in 2 ship formation, no response from trailing ship. Gave order to turn together, ignored. Acting as if in line ahead formation.
So I opened the distance to proceed to objective.
And, for clarity, I repeat, no events like "engines overheat" were reported. And ship profile displayed 30/30 knots possible. I repeatedly checked log and no issues.
I was rather anxious, as she represented ~1/5th of flotilla firepower, so I checked every few turns.
So when she detached (to maneuver against enemy destroyers) she was immediately capable of accelerating to 30 knots, no questions asked.
This was not enough to avoid her being hit almost 100 times within the next couple of minutes, primarily by US battleships but she was able to retreat under her own power.
