Playing as China, I got into a war with France in late 1902. After a few months, Russia joined me and blockaded France, which had the majority of it's fleet over in South-East Asia. Half the French fleet moved back to Northern Europe, but that wasn't enough to lift the blockade. Then Germany also joined me and suddenly France got un-blockaded, despite the French navy being ridiculously outnumbered in Northern Europe (see attached picture). What did you expect to happen and how was the result you saw different than you expected. - Well, I sure expected France to be blockaded, given my allies have 27B, 16 CA, 30 CL and 55 DD in Northern Europe while France has all of 5 B, 5 CA, 5 CL and 15 DDs there. Edit: It might only be a display bug (though after re-loading the turn in question, France still wasn't blockaded), as after another turn France now _is_ blockaded. Game9.7z (77.22 KB)

Speaking of potential bugs concerning blockades: From my experience, the player get blockaded once the sum of the enemies exceeds my own. I don't remember seeing an allied AI being blockaded. An enemy AI gets blockaded if the player or one of his/her allies exceeds them in fleet power.
