Hi,i got the message a few times telling me that the kaiser managed to divert additional funds to the german navy, but they do not seem to materialize. Is that by design?

A lot of the time, particularly early game (1920 and earlier) I'll see under 1,000 additional funds with that event. Might be as low as 100-150 funds.
I'm not be able to discern such a small budget increase if I'm looking at my monthly income and any ships were commissioned that month, went out the home sea zone or if it was that time of year where the budget naturally grows.
As such, did you miss a small increase?
