What are the specific downsides to speeding up construction of ships? What happens if something does and how bad?

Probably the most significant downside to accelerating a ship's construction is that it makes work delay events more likely, primarily for other ships being built at the same time; each work stoppage a ship experiences while under construction delays its expected entry into service by a month. This effect applies to other ships whose construction has been accelerated as well as to ships whose construction has not been accelerated, and if I recall correctly the likelihood of work stoppages occurring as a result of accelerated construction increases the more ships whose construction you're accelerating, so if you try to accelerate a lot of ships you may very well find that you have in effect accelerated none of them.
A less significant but much more easily quantified downside to accelerating a ship's construction is that the monthly construction costs increase by about 15% while the remaining construction time is reduced by about 10%, which means that accelerated construction places a greater immediate strain on your budget and has a higher overall cost than normal construction.

I don't know if it is patch .24 thing or WAD but in practice the gain is greater than 10% at least for larger vessels, you 10% roughly allowing for rounding at the beginning of applying accelerated construction but every so often it seems you also shed an extra month due to some hidden random factor. So you can a lot more than you expected. That said I use accelerated construction sparingly because of the associated downsides.

I never, ever speed up construction - the gain of a month or so simply isn't useful when the odds are I'll have to send the ship into refit as soon as it is launched and then train it up to at least a 'fair' crew.
The only time I'd want to speed up construction is in wartime - and that's exactly when money is too tight to permit it.
