Currently ships can only fire at 4 rounds per minute no matter how high you modify the in game files. An example is a 4 inch gun modded to 428 rof in the files but will still never fire faster than 4 rounds per minute. This currently makes it so modders are limited in their ability to change rate of fire drastically. This is a request so that the maximum rate of fire cap is increased. 3 inch guns currently in game can also reach this cap with maxed tech and aced crew + autoloaders and good conditions. While we're at it, of course, allowing gun technology itself (introduction of calibres) to be modded to adjust and vary the pace of the "my gun is bigger than yours" race would be great too.

Agree although the best would be a gun system like with aircraft so you can commission development of certain guns. nws-online.proboards.com/thread/2626/more-depth-gun-customization-systemmade a suggestion on this before id recommend you check it out

Oh I have; it was a great suggestion. And if/when we do the cataloging suggestions thing I'll be sure to include it for gun mechanic improvements.
It would be very nice to expand guns into a new mechanic at some point, especially if fredrik went a step further and made the number of guns produced finite and slow to build up in storage, which would lead to a great and historically accurate tendancy to use existing guns rather than waiting for R&D when in a time of financial or military crisis. One could, if they had the manpower and motivation, build an entire major update or two on this sort of thing and massively improve the game.
It's certainly a rework, but seems more doable and relevant than some other great ideas that I'd love to see as well.
