Add the ability to give nations certain tech research bonuses for a certain time for example from 1900 to 1910
for example give Germany damage control research bonus from 1900 to 1920 and give them ship design bonuses from 1900 to 1920
Or give US AP research bonus from 1935 to 1955 or give France fire control and ship design bonuses after 1930 or USA who get AA Carrier and aircraft research bonuses after 1940
This is so when you have a nation in 1900 they don't have to keep a research bonus on that tech until 1970 This makes it so you can make a nation strong for certain periods of time

There will be and were, periods when some nations had technological advantages and used them, there were other times when they did not have them. In my opinion, I think it really has a lot to do with each individual nation. The US, GB, France, Germany all had technological advantages from 1900 to modern times. The Russians possibly by 1925. The Japanese, I don't feel had technological advantages but did produce some good weapons. There are and were a lot of factors that affected who had those advantages but I suspect this would be to much detail for the game. I think I can support this with reservations. Here is an interesting idea: Cardwell's Law states essentially that every society, when left on its own, will be technologically creative for only short periods. Sooner or later the forces of conservatism, the “if it ain’t broke don’t fix it,” the “if God had wanted us to fly he would have given us wings,” and the “not invented here so it can’t possibly work” people take over and manage through a variety of legal and institutional channels to slow down and if possible stop technological creativity altogether. Technological leaders like 17th-century Holland or early 19th-century Britain lost their edge and eventually became followers.

Here is an idea that mimics real history. When the unrest level increases like this: Now let the research bonus increase as these levels increase, but if they go down, the research bonus, drops.

I have to admit that I'm not a big fan of fixed boni and mali for nations. This being a game of alternate history, why would Germany _always_ be focusing on armor/damage control? Why would Britain _always_ neglect shell-handling-safety measures?
What I would like a lot more would be those traits to be "developed" because of how I design my ships, like, If I always heavily armor my B/BB, I get a bonus to armor tech. If I always put the biggest guns on my BB/BC, I get a bonus to gun research after a while (or increased chance of getting better/bigger big guns) If I always have an extraordinary number of DDs in my fleet, I might get a bonus to Light Forces and Torpedo Warfare Always go for highest possible speed? Bonus to machinery pops up after a decade or so.
Now, I understand that something like this might not be possible without re-writing the entire game but there it is anyway.

When the unrest level increases like this: View Attachment Now let the research bonus increase as these levels increase, but if they go down, the research bonus, drops. This is somewhat simulated in game. You get different events and in case tension rise, you can get budget increase thus making research faster. You can look at ration of national resources and your budget. You can see that it is highest in war, and still usual high with tension high.
