Who doesn't know this situation: Some enemy destroyers get quite close to your big ships, and, with a bad feeling, you order some maneuvers. Soon you get tired of constantly micromanaging course adjustments, and shortly after, the pride of your navy takes three torpedoes. That's not very fun.
My proposal: Add an "evasive maneuvers" division order, similar to "hold fire", also with the 10 minutes and indefinite options. As long as this order is active, ships make sharp random course corrections while generally trying to aim for the assigned heading. It doesn't need to do anything more, since all relevant effects are already in the game mechanics: Zig-Zagging reduces the effective speed, makes aiming harder, and also lowers the chance of getting hit by gunfire and torpedoes.
