I don't know if this idea has been submitted before or even considered. I would like to have a battle generator in the game. The game already has a fleet exercise section so why not expand this as a separate part of the game menu. Two or more countries, fleet and location. This would allow some of us to use the scientific method to test ideas on real historical naval battles since 1900 and maybe it would be useful for the game.
The battle generator would first allow you to pick the decade, like 1900-1910, the nation or nations, configuration of the fleet, then the location of the battle. You could even allow the player to chose the fleet organization.
It sounds complex but I believe that some of the necessary code is available.

I second this. It would be nice for players to be able to experiment and test different concepts.

I'm all for this but i believe experimenting and testing different concepts are what the fleet exercises are. That's what I've always used them for anyway.

Yes, that's what traditionally fleet exercises were used for in the interwar period. Doctrinal testing, tactical concepts and training. Along with this was the testing of new equipment. They also provided data for the improvement of equipment.
