Version is whatever was on the store as of early summer, as I haven't updated.
What happened from my perspective:
At the end of the month I got a pop-up that asked for my approval for a planned pro-Soviet coup in Norway, which I approved. Then, at the end of the next month, I was told that a pro-German coup had taken place in the region.
I'm not sure if this is a bug, given coups take time to plan, realistically speaking, so perhaps a German coup was already in the works and happened to be pulled off before mine?
Save game can be found if required.

All settings on start were normal, excepting that no naval treaty was enforced.

Yes, but the game gave me a pop-up about a ***pro-Soviet*** coup. If the game says that my operatives were plotting to install a Soviet puppet government, and they go off and install a German one, it feels dishonest, at the very least.

I can't speak for the developer, but this has never bothered me. Some expanded text explaining what happened would be appreciated but from other in-game events and their flavor text I see a strong correlation. Just like the attempt to seize a territory due to a power vacuum - you may get it, a local warlord may get it and you are chastised for your vainglorious attempt, or a foreign power may get it and you are chastised for being slow. If your coup fails their is still the power vacuum that prompted your coup attempt and the power vacuum may be filled by a foreign power (we just don't see the extra text explaining why your attempt failed and why Germany got it). Coups are a form of revolt / rebellion, failed attempts by a foreign power almost always push the attempted nation into an alliance against the nation attempting the coup. Additionally, foreign powers will intervene in domestic and external coup attempts to keep the balance of power. A ready example is the 1809 Iceland coup where British warships re-established Denmark's authority and the Philippines had 4 attempted coups in 1987 alone and an additional 3 in 1986 - foreign powers were debating how and when to step in, I believe the USA sent aid.
