During a game, it may be necessary to reduce the research expenses. In this case, however, all sectors are equally penalized. On the other hand, I would like to be able to obtain the desired saving by completely cutting expenses in some non-critical sectors (eg: landing craft) and instead finance at most other sectors (eg: radar).

That is a deliberate choice by the game designers alongside the random tech development system.
We get the High/Medium/Low priority system to decide where the funds get best allocated.

Well, you can _kind of_ do this already. Reduce the research budget. Set everything you don't want researched to low priority Set the few you want to be researched to high.
Sure, there will still go _some_ money to those areas with low priority, but the majority of your research funds will go to the ones you set on high.

Obviously this can be done with the current rules. Mine was a suggestion.
