In a recent game, I was unable to bring half my BC force into the gun battle, as those ships were assigned from the outset to support the independent carrier force, which operated from a safe distance. This rule, which seems to follow the much criticized and strict rules of the British Grand Fleet in WW1, should be able to be changed, based on a doctrinal choice made by the player at the start of the game. In support of the above I can cite the case of the TF34, a fast battleships force belonging to the 3rd US Fleet, during the battle of the Gulf of Leyte in 1944, which was sent (even if uselessly) to the rescue of the 7th Fleet while the aircraft carriers of the 3rd Fleet continued to operate against Admiral Ozawa's aircraft carriers.

I think it would be great if unlocking various fleet tactics would permit the player to choose to use them, rather than forcing the navy to adopt a tactic that may not be appropriate for the specific fleet composition that the player may have at the time.

I think you will be able to fix this in the expansion by assigning a role to your BC-divisions.

I noticed that possibility in the expansion catalogue too...hopefully that does end up being the case.
