This is extremely minor but has been annoying me a bit recently. When fighting a big war, I generally have the budget maxed out and there's rarely any significant cash in the bank. This is to be expected. However, when the war finally ends and the budget immediately crashes. This isn't a problem. However, when your entire fleet is overseas on blockade duty, there is no way to send everyone home and into reserve fast enough to cover the deficit. Halting build orders will only go so far.
Late game, this can be crippling. i.e +2,000/mon in the last month, -25,000/mon peace dividend style. The annoying part is when immediately after ending a war you get the [insert relevant leader here] screaming at you for overspending and take a prestige hit - seems slightly unfair after single-handedly winning the war you just got us into, Prime Minister! The second part is when "Because pay is late again(!), fleet morale drops". This is particularly galling considering I have never had trouble paying maintenance before and those men are currently mid-Atlantic with no way of being paid even if there was £1 billion in the bank.
As I say, this is a small issue in the scheme of things but it would be nice to have it changed so that either:
- We get war budgets (and costs) extended for 6 months (which is the maximum time required to transit to a home zone iirc)
- We get 6 months grace from these pop-ups, potentially with a warning - "At cabinet, the chancellor pulls you aside and reminds you of the defense budget rebalance in 2 months"
Potentially the same grace period could be allowed for colonial stations (to simulate the effect of having to recall convoy escorts, damaged ships etc)
