To the best of my knowledge the probate procedure only allows for action by US residents - for non-US residents/citizens I do not know what legal recourse is available as that is outside my knowledge area.

UPDATE:
Apparently the filing period for claims against the estate has now ended - the Orange County probate Court has informed a recent filer of this.
