Any thoughts on these mechanics for a house-rules design board? Thinking about a France playthrough under these rules to see how it goes.

- For any new capital surface combatant (BB, BC, CA), Design Board requirements must be determined and before design studies or construction begin. All submitted studies and construction must meet their design requirements.
- BB and BC count as one ship type as design requirements may dictate BB vs. BC classification.
- If requirements cannot be fulfilled (e.g. due to tonnage limitations) or if player chooses to decline a design, player must stop progress on that ship type and wait 12 months before starting again with new design requirements.
- If player chooses to decline a design, they may not do so again for that ship type until they have constructed at least one ship of that same type.
- Player may not cancel construction of capital ships. Pausing construction is permitted.
- Design Board requirements are set before submitting a design study. They are reviewed once the study is completed and before construction can begin.
- Design Board requirements may not exceed 3 total focuses.
- Design Board for New Studies
- Each new design starts with one requirement - Roll 1 six-sided die
- 1 - firepower focus
- 2 - speed focus
- 3 - armor focus
- 4 or 5 - add additional requirement
- 6 - requirement waived
- Firepower focus - Roll 1 six-sided die
- 1-3 - Design must use maximum caliber guns available for the ship type. Caliber requirement will not exceed 18”
- 4-6 - barrel count
- Before 1915 - 10+ gun broadside
- 1915 to 1924 - 12+ gun broadside
- 1925 - 1934 - 14+ gun broadside
- 1935 and later - 16+ gun broadside
- If firepower focus is required twice, both caliber and barrel count must be fulfilled
- If firepower focus is required three times, add two guns to broadside requirement
- Speed focus
- 3 kts faster than fastest foregin ship of same type, either afloat or under construction
- If firepower focus is required more than once, add 2 kts to required speed for each additional speed requirement
- Armor focus
- B armor proof against maximum caliber guns player can produce, including at foreign yards, at 6000 yards
- D armor
- Before 1915 - 3”
- 1915 to 1924 - 4.5”
- 1925 - 1934 - 6”
- 1935 and later - 7”
- If armor focus is required more than once, add 2” to B requirement for each additional armor requirement
- Add additional requirement
- Design must have an additional focus, not to exceed 3 total
- If design has more than one requirement, “requirement waived” rolls are invalid and must be rerolled.
- If design already has 3 requirements, “add additional requirement” rolls are invalid and must be rerolled.
- Requirement waived
- Only applies to the first roll.
- Players choice for design.
- Design Board review of completed studies
- Prior to beginning construction of a completed study, roll 1 six-sided die
- 1 - firepower increase
- 2 - speed increase
- 3 - armor increase
- 4-6 - design approved
- Increase gun caliber by 1” if possible
- Otherwise increase broadside by 2 guns
- Speed increase - Add 1 kt to design speed
- Armor increase - Add 1” to B armor
