It means you’ve gone over your base limit in a region and this ship needs to go home.

To be precise, ships that are asterisked are at increased risk of becoming an engineering or fuelling casualty.
Your ship:
May have nothing happen
May return to your home area and require 1-3 months of repair
May head to an emergency port in a foreign nation (and be interred for the duration of the war as a result)
May scuttle

I do not really understand the math behind the asterisk problem. My base capacity shows that I have huge reserves (as UK in the Mediterranean), but my ships have those asterisks.

Were these ships all the time in that area not moving to other areas without enough base capacity? Were used as raiders?

I have had asterisks appear on ships in areas where I had more than enough basing capacity. I've also seen them on air squadrons, even in my home area (and peacetime too). DK what that is about.
