When playing with numerous ships the succession of written reports is sometimes so frequent and repetitive, that a certain single report can escape attention, in particular that sighting report, which can influence the course of a naval battle, such as, for example, the first sighting of the High Sea Fleet by HMS Southampton at the Battle of Jutland. It would therefore be useful to emphasize in some way the most important reports, for example the first sighting of enemy capital ships. In the Regia Marina this was done with a special type of very urgent communication called PAPA (Precedenza Assoluta su Precedenza Assoluta i.e. absolute precedence over absolute precedence).
