I have often noticed that while pursuing a weaker enemy, this enemy, although capable of higher speed, at some point stops fleeing and turns on his pursuers, who generally overwhelm him quite easily. Is this a bug?
I thought that this may be due to the "aggressive" rather than "cautious" attitude of the nation to which the enemy belongs, but I'm not sure about this: a clarification would be welcome.
In the aforementioned case, in my opinion, it would be necessary for the AI to be able to modify this "attitude" according to the tactical or strategic situation.

I think this happens when he loses sight of you. Code then apparently immediately sets new orders forgetting that you were ever there. The obvious solution for the developer is to make the AI's next routine to flee from an estimated region you could be in, but without seeing the code it's hard to make AI recommendations.
