Any of Y'all play with odd house rules? For example, I play Historical Resource, but even then I find USA too easy. So all ships (except DDs/KEs) must be built with Long range, and when they come available, Diesel Engines. Burns up a lot of the tonnage, so I can't have "everything". As Germany, maybe only 5 active Airbases. Sometimes no tripple turrets until Improved are developed, so I actually build 5 or 6 turret super-dreads with twins. Etc. You guys?

to be fair if you want to make the game more difficult when playing USA or UK you should *not* use Historical Resources to level the playing field budget-wise
i usually have a few rules that handicap me some, but it's usually to simplify playing the game or to save budget - i limit myself to 60 capacity airfields and only place aircraft in either my home seazone or the enemy's home seazone, i don't usually build subs and use AMCs instead, and i auto-resolve all raider battles

In my vaguely historical, usually RN, games I use very large budgets derived from actual naval budgets, so the British have really ludicrous amounts of cash (as in Germany+France+Russia numbers!) at game start.However I hugely overdo the colonial tonnage requirements though to more closely match the real RN deployments in 1900 and my "historicalesque" start navies are full of Fisher's "too weak to fight/too slow to run" collection of old slow (lots of 19 knot cruisers) junk that rapidly become liabilities in heavy combat. Lots of stuff gets scrapped by 1910 (c.16+ Bs from the 1890s for example) and lots of older protected cruisers disappear into mothballs never to be seen again (bar a surprising fierce early war maybe?). I use Fleet Size 12 (editing the turn one file) and drop into January save game files to periodically rebalance the budgets. (US/UK parity by 1920-ish). For Brit builds I over engineer the cruisers for ages giving everyone "reliable" engines because "empire!" and having most 900 ton or under destroyers as short ranged because they mostly were, in game terms. I build big sturdy colonial Corvettes if I go that route rather than just using cruisers and keep the "tug with a 6pdr" types for war emergency programmes. Because I like mimicking IRL designs quite a lot of the fleet is, at least in game terms, determinedly sub-optimal.
